An unmodified "LGPL shared" build by BtbN (github.com/BtbN/FFmpeg-Builds) without GPL-only parts. Its libraries are separate files (ffmpeg\*.dll) that you may replace with your own compatible build, and you may reverse-engineer Santra as far as needed to debug such changes. Source: ffmpeg.org/download.html. Licence text and build details are in the ffmpeg folder of the installation.
